MEK (methyl ethyl ketone), available in the paint department 
of any decent home improvement store, dissolves this plastic
(and many others - - so be careful with it), and can be used 
to make pieces stick together permanently.

Superglue would also do the job, of course.

MEK is also one of the most effective things to use

Try another computer, or cycling the USB ports - if this fails as it probably will (seems like you would have already tried) 

Seems to me and I have had experience and a similar issue with WD externals, is the USB card inside the case goes bad after time, and doesnt want to work. I would buy this product off of newegg...
