Running Programs from my old computer’s hard drive? ?

I had a computer that was a lemon. When I parted ways with that computer, I kept the hard drive. Is it possible to run programs off that hard drive on my new computer? I have a Rosewill RX234 Aluminum 2.5" USB 2.0 External Enclosure I put that old hard drive in and I can access those files off the hard drive. However, how can I access and run programs from that hard drive onto my computer?
Its not possible.
You can access documents if you installed applications associated to those old files, but to run software without it being installed first? its too difficult since install files get placed in so many different directories.
I would say reinstall the software for the new HD.
